Submit Online Application
Pre-Application Window
Submit your pre-application during an open waitlist period via THA's accessible mobile portal. Basic family income and size required.
Waitlist Placement
Random Selection & Notification
Pre-applications are selected via computer lottery to ensure equal opportunity. Applicants receive written notification of placement.
Eligibility Interview & Briefing
Verification & Voucher Class
Complete formal document verification (income, identity, citizenship). Attend a voucher orientation briefing explaining participant rights.
Voucher Issuance & Housing Search
120-Day Search Period
Receive your official Voucher (HUD Form 52646) granting up to 120 days to locate a qualified rental home anywhere in Tulsa County.
Unit Inspection (HQS) & Lease
Safety & Rent Reasonableness
Submit Request for Tenancy Approval (RTA). THA inspects the home for HUD health/safety standards and confirms rent reasonableness.
Lease Signing & Move-In
Monthly Subsidy Active
Sign lease with landlord and Housing Assistance Payment (HAP) contract with THA. Resident pays 30% of income; THA pays remainder.
